Party By-Laws

The internal rules by which the RPC is governed.

Under Development

The party by-laws of the RPC are still under development and will be fashioned upon the most ethical and effective standards in place today among the Greens, NDP, and Bloc Québécois specifically.

By-Law 1 - Membership

1.1

The criteria for membership include:

1.1.1 - Any citizen or permanent resident of Canada, who is at least eighteen (18) years of age or older, is eligible for membership in the Party, with full voting rights.

1.1.2 - Every Member shall uphold this Constitution and these by-laws.

1.1.3 - A Member shall cease to be in good standing upon failure to adhere to the values described in the Manifesto of Human Needs.

1.1.4 - A person cannot be a Member of the Party if the person also belongs to an organization whose actions contravene the Manifesto of Human Needs.

1.1.5 - A person who is at least fourteen (14) years of age but less than eighteen (18) years of age may be designated a Youth Member, without the right to vote in any Federal Council elections.

1.2

A person may apply for membership in the Party to the following bodies:

1.2.1 - Federal Council.

1.2.2 - A provincial, territorial, or regional organization.

1.3

A person will cease to be a Member of the Party:

1.3.1 - By delivering their resignation by mailing or delivering it to an address of the Party.

1.3.2 - On their death.

1.3.3 - On being expelled.

1.3.2 - On having been a Member not in good standing for twelve (12) consecutive months.

1.4

Other than when the membership is assembled in general meeting, email will be considered the default form of communication between the Central Party and the membership, including but not limited to, election of Council, distribution of official notices, and any matter requiring the participation of the general membership.

1.5

A Member's right to vote on all matters, including all elections, shall commence after they have been a Member for 30 days.

By-Law 2 - Federal Council

2.1

At all times the Federal Council must be comprised of no fewer than seven individual elected Members making up the Leadership Subcouncil, each individual: (i) being at least 25 years of age on or prior to election day and (ii) filling no more than one of the following seven distinct positions. Each of these seven positions has distinct responsibilities yet exactly equal weight on the Federal Council, with no one position accountable to another individual position - only to the Federal Council as a whole (comprised of the Leadership Subcouncil and the Representative Subcouncil together):

2.1.1 - One (1) Federal Council President.

2.1.2 - One (1) Party Leader Pro Tempore.

2.1.3 - Two (2) Deputy Party Leaders.

2.1.4 - One (1) Transparency Representative.

2.1.5 - One (1) Human Rights and Ethics Representative.

2.1.6 - One (1) Privacy and Security Representative.

2.2

Whenever possible, the Federal Council should also contain the following positions making up the Representative Subcouncil, each of which can be filled by either: (i) non-Members as chosen by the respective third-party's customs, traditions, laws, values, or decrees or (ii) elected Members at least 25 years of age on or prior to election day, with no individual filling more than one of the following positions. Each of these positions has exactly equal weight on the Federal Council, with no one position accountable to another individual position - only to the Federal Council as a whole (comprised of the Leadership Subcouncil and the Representative Subcouncil together):

2.2.1 - One (1) Representative from within each of the three largest Indigenous Groups: First Nations, Inuit, and Métis.

2.2.2 - One (1) Liaison Representative from each other registered and eligible federal political party in Canada[source].

2.2.3 - One hundred (100) Member Representatives, proportionally from each province and territory of Canada, ideally proportionally representative even down to provincial regions.

2.2.4 - One hundred (100) Youth Member Representatives, proportionally from each province and territory of Canada, ideally proportionally representative even down to provincial regions.

2.3

Conflicts of interest which prevent a Member from serving on the Federal Council in any capacity include:

2.3.1 - Serving as an officer or on the board of directors for any capital investment firm.

2.3.2 - Serving as an officer or on the board of directors for any private or publicly traded company with a valuation over $50 million CAD (in 2023 dollars, adjusted for inflation).

2.3.3 - A personal net worth of more than $10 million CAD (in 2023 dollars, adjusted for inflation), regardless of the source or recency of acquisition.

2.3.4 - Combined personal foreign investments and deposits of more than $2 million CAD (in 2023 dollars, adjusted for inflation).

2.3.5 - Combined speculative investments (e.g., undeveloped and underdeveloped real estate, futures contracts, stock options) of more than $250,000 (in 2023 dollars, adjusted for inflation).

2.3.6 - Combined personal assets and current annual income from foreign governments or associated agents of more than $100,000 (in 2023 dollars, adjusted for inflation).

2.3.7 - Being an unabdicated or unrenounced member of a royal family, whether they in in line to inherit titles, wealth, or power or not.

2.3.8 - Declining to publicly declare all current personal assets and sources of income.
